Mosaizer is an extensive set of bitmap editing tools such as patterns, colored patches, masks and filters and it basically use a large number of pictures to work with. And yes, you can of course make photo mosaic pictures.
Mosaizer is freeware. An evaluation copy of Mosaizer can be freely downloaded. This full version has only one limitation: after 30 days the anonymous license expires, and you need to request a FREE serial number by e-mail.
