Google preps ISP throttling detection tools

Net neutrality is a hotly discussed issue these days, with companies such as Comcast recently being caught throttling P2P applications while others plan to begin experimenting with metered usage. The lack of transparency from ISPs has often left customers in the dark as to why their connection has slowed, so what’s a user to do if he suspects throttling? Well, Google is apparently working on an answer.
